The controversial implementation of new healthcare regulation is to come under scrutiny in a debate on the Care Quality Commission next month.

Cynthia Bower, chief executive of the Care Quality Commission, and Dr John Milne, chair of the British Dental Association's general dental practice committee, will be among health experts discussing the future of healthcare regulation in the UK.

The Westminster health forum keynote seminar, The future of regulation in healthcare – the changing roles of the Care Quality Commission and Monitor, is taking place on Wednesday 2 February at the Royal Society, 6-9 Carlton House Terrace, London, SW1Y 5AG.

Joining Cynthia Bowers and Dr David Bennett, interim chief executive, monitor, of the Care Quality Commission, will be an illustrious list of speakers, including the Dr Milne, Professor Peter Kinderman, chair of the division of clinical psychology with the British Psychological Society, and Janice Barber, managing partner at Hempsons.

This timely seminar will reflect on key issues surrounding regulation and structural reform of healthcare, as raised in the White Paper Equity and excellence: Liberating the NHS and the government's recent review into arms-length bodies.

Sessions will examine the practicalities and challenges of expanding monitor's role as it becomes an economic regulator of health and social care, and will explore what can be done to smooth the transition towards strengthening and streamlining the CQC as a quality inspectorate.

Discussion will bring key policy makers together with industry stakeholders and other interested parties to discuss some of the central emerging issues on the roles of the Care Quality Commission and Monitor and the new closer relationship between the two regulators.

Speakers and attendees
As well as keynote addresses from Dr David Bennett and Cynthia Bower, other speakers include Harry Cayton, chief executive for the Council for Healthcare Regulatory Excellence, Doug Forbes, director of the Institute of Commissioning Professionals, Andrea Longhi, partner at Ernst & Young, and Richard Vautrey, deputy chairman of the General Practitioners Committee at the British Medical Association.

The seminar will be chaired by Professor the Lord Patel of Bradford, former chairman of the Mental Health Act Commission.
